The target population of the Lorain County Adult Probation Department ISP Unit is primarily third, fourth and fifth degree, high risk/need, non-violent, adult male and female substance abuse offenders.
At least one of the following criterions can be found for the majority of offenders placed in the Lorain County Adult Probation Department ISP Unit:
- First time offender
- Third or fourth degree felonies
- Non-violent offender
- High risk/need offender
- Substance abuse offense or related offense
- Probation violator from State Probation supervision
- Institutional-bound offender
- Courtesy supervision from in-state probation department designating ISP
- Step-Down from the Lorain/Medina CBCF
The decision to place an offender into the Lorain County Adult Probation Department ISP Unit is either made by a Judge of the Lorain County Court of Common Pleas, or the Chief Probation Officer of the Lorain County Adult Probation ISP Unit.
The following are points in the criminal justice system at which an offender can be placed into the Lorain County Adult Probation Department ISP Unit:
- At the time of sentencing by a Lorain County Court of Common Pleas Judge.
- At the time judicial release is granted.
- During probation supervision when courtesy supervision is requested of the Lorain County Adult Probation Department ISP Unit from an in-state or out-of-state probation department.
- Case is assigned if individual is placed into the Lorain/Medina CBCF and becomes active after release
The following factors contribute to the target population entering into and out of the Lorain County Adult Probation Department ISP Unit:
- Recommended from Pre-sentence Investigation
- Discretion of Judge at time of sentencing or probation violation hearing
- Positive urinalysis
- Negative urinalysis
- Re-arrest
- Payment of financial Court obligations
- Absconding
- Completion of special conditions
- Probation Violation under State Probation supervision
Expiration of probation
- Violation of conditions of supervision
- Early termination of probation
- Revocation of probation
- Discretion of Chief Probation Officer at time of Courtesy supervision request from an in-state probation department
In order for the Lorain County Adult Probation Department ISP Unit to operate on a successful basis, there must be a coordination of services between the ISP Unit and the following organizations:
- Coordinate referral, assessment, and treatment with alcohol/drug counseling agency, Halfway House, Community Based Correctional Facility and Mental Health counseling agency.
- Coordinate the scheduling of drug testing with urinalysis laboratory.
- Coordinate the accurate record of payments made and balances due with the Clerk of Courts.
- Coordinate referral to ABE/GED and college classes and ensure attendance and completion.
- Coordinate referrals to temporary employment agencies.
- Coordinate attendance at support group meetings.
- Coordinate supervision with Court Supervised Release Unit and placement into Jail Diversion Unit.
- Coordinate notification with the Court of Common Pleas as informal hearings are necessary
- Coordinate the detention of offenders with the County Jail.
In order to implement the sanctions used by the Lorain County Adult Probation Department ISP Unit in response to probation violations, the following services areas are required:

- Alcohol/Drug outpatient counseling
- Halfway House/Harbor Light
- Community Based Correctional Facility
