In July of 1996, the Lorain County Adult Probation Department began this program. It was developed as a sanction that the Court could use in lieu of imposing fines, costs of supervision, or in addition to.

Referrals for the program can be made to the Court at the time of sentencing through the pre-sentence investigation. An offender can be ordered to the program as a singe sanction or combined with another. Offenders can also be referred to this program, while under supervision, by their officers, via the probation violation report recommendation.

The Court sets the numbers of hours the offender is to perform. The offender is referred to the County Probation Department, where they are interviewed or screened to determine what job skills they possess, if any, their availability to work, and risks they may pose. Progress reports are filed with the Court, indicating the number of hours performed and/or any infractions. Upon successful completion, the court is notified.

This program places offenders with the County Maintenance Department, County Metro park Department, Catholic Social Services Organization, the Second Harvest Food Bank, UMADAOP, Goodwill, Salvation Army, YMCA and YWCA, the Compass House for Men and Women, the Lorain County Dog Pound and other non-profit agencies.

This program is funded by the County General Fund. Sanctions for the program include the following, but are dependent to the type of violation:

1.      Verbal Warning.

2.        Written Warning.

3.        Court Hearing

4.        Revocation of Sanction
